Jeff was born in Seoul, Korea and attended Haewa Elementary School before immigrating to America with his parents. He spent most of his formative years in rural Southcentral Virginia. Although Jeff received an appointment to West Point, he opted for a more traditional education. Jeff is a graduate of University of Virginia's School of Architecture and attended Graduate School courses at Virginia Tech as a Virginia Continuing Education Scholar.

Jeff returned to Korea shortly upon his graduation at UVA to "re-learn" Korean while working at Hyundai Construction Company's overseas design section. He represented Hyundai as the site coordinator for $450 million Doha Sheraton Hotel and Conference Center while stationed in Qatar.

Jeff returned to the States and worked at The Architects Collaborative, Inc. in Harvard Square, Massachusetts before moving to The Washington Area. He worked at EDAW inc. in Alexandria prior to establishing his own practice. He is the former president of American Society of Landscape Architects(ASLA; Potomac Chapter); Board member of DC Habitat for Humanity; Vice-Chairman, Committee of 100 on the Federal City. Jeff is presently a Board member of Lambda Alpha International and serves on The Mayor's Task Force to update The Comprehensive Plan for Washington, D.C.
