Mr Zhang, born in Harbin in China's Heilongjiang Province on November 19, 1950, had his primary and secondary education in Xi'an and Beijing. In 1972, he was recruited by the foreign ministry and sent to Canada to study as an exchange student. Upon conclusion of the program in 1976, he formally joined the foreign service and served successively as staff member at China's consulate general in Vancouver, Canada (1977-1981), second and then first secretary (press) at China's U.N. mission in New York (1986-1990), and counselor (congressional liaison) at the Chinese embassy in USA (since January 1998). When not posted overseas, Mr Zhang worked most of time at the ministry's translation and interpretation department, serving at one time director of its English division. He received an M.A. degree from the Fletcher School of Law and Diplomacy in 1995. Mr Zhang is married and has one son.
