I send my warmest congratulations to Dr. Peter Rhee and General John Tilelli on the occasion of their receiving the ICAS Liberty Award for 2011. Both are eminently deserving of this high recognition for their most distinguished service honoring both the United States and The Republic of Korea. I especially want to salute my former colleague General Tilelli who served with me in Seoul in 1996-7. He set the highest standard for leadership and dedication and was an inspiration to me when I was ambassador there. ICAS itself is honored in honoring these two outstanding patriots and defenders of freedom.
