Grace M. Kang

We are pleased to share with you that Grace M. Kang has been appointed, effective immediately, ICAS Associate.

Grace is a lawyer with extensive experience in foreign policy analysis and implementation. She worked at the State Department from 2006 to 2013 in the Bureaus of International Organization Affairs and International Narcotics and Law Enforcement Affairs. Her areas of responsibility included peacekeeping in Sudan and justice sector analysis for various countries.

Grace has a long-held interest in North Korea. She has written editorials on North Korean human rights and published "A Case for the Prosecution of Kim Jong Il for Crimes Against Humanity, Genocide, and War Crimes" (2006-0522-GMK) in the Columbia Human Rights Law Review in 2006. In 2003-2005, Grace was a visiting full-time lecturer and assistant professor at Seoul National University, where she taught classes on international organizations and American law. She also was a visiting professor at Renmin University of China in Beijing.

Grace has wide-ranging experience in international relations. From 1994–2000, she worked in the former Yugoslavia in United Nations peacekeeping missions. Grace was active in the field, including in wartime, working on political and human rights issues. She also has field experience in Guinea-Bissau, Kenya, Thailand, and Nepal.

Grace has a B.S. in economics from Iowa State University, a J.D. from Columbia University Law School, and an M.Phil. in international relations from Cambridge University. She is a member of the Washington, D.C., and Illinois bars.
