Masataka Okano has served as counselor of the Embassy of Japan in the USA since August 2004. Masa follows political affairs, particularly U.S. relations with Japan, East Asia, South East Asia and South Asia. He entered the Ministry of Foreign Affairs of Japan in 1987. Immediately before his current assignment, Masa served as political counselor in the Japanese Embassy in Beijing to follow political affairs including Japan-China relations. He also served as principal deputy director in the Russian Division to handle Japan-Russia relations and in the Legal Affairs division to deal with diplomatic issues related to international law. Masa participated in the formulation of the Rome treaty creating the International Criminal Court as rapporteur of the Preparatory Committee of the United Nations. Other assignments include positions in the OECD division and the Korea division. Masa received a B.A. in law from the University of Tokyo and a degree at Ecole nationale d'Administration of France.
