Jennifer L. Windsor oversees Freedom House's day-to-day operations, programs, publications, and finances, managing a staff of 100 with offices in Almaty, Amman, Belgrade, Bishkek, Bucharest, Budapest, Dushanbe, Kyiv, Lagos, Mexico City, Namangan, New York, Rabat, Tashkent, Tunis, Warsaw, and Washington, D.C.
She became the Executive Director of Freedom House in January 2001. Prior to her position at Freedom House, Jennifer worked at the U.S. Agency for International Development (USAID) for over nine years. She most recently served as the Deputy Assistant Administrator and Director of the Center for Democracy and Governance in the Global Bureau at USAID. Prior to that Jennifer worked for USAID on democracy and governance issues in Africa, and was special assistant/deputy chief of staff to USAID Administrator Brian Atwood.

Jennifer is an Adjunct Professor at Georgetown University. She is a graduate of the Woodrow Wilson School at Princeton University and Harvard University.
